... According to Leavers' report, many members of the public advocated an increased size and scope of the indoor aquatic facility. Some also thought that the entire aquatic centre should be built under cover, and operated year round.
Leavers said that once council decides on the first phase of the facility, design could begin this year, with a more detailed design and possible capital construction funds allocated in 2009.
